far be it from me to suggest dark forces in the administration stepped over the line anticipation of a deep drop in presidential popularity, indictments and investigations, a series of catastrophic natural disasters during which there seemed to be an apparent lack of hands on the wheel

still one needn't study very closely or even blur one's eyes more than a little bit to see the subtle connections: an innocent move to push medicare recipients into the wings of private insurers...an ungardened moment of fowl play...bioengineering gone bad.
